호주 대학교들이 미국과 영국에서 탈출하는 학자들을 흡수하는 가장 큰 승자가 되었다

BRITISH boffins and American academics are begging for jobs in Australian universities, as the Trump and Brexit effect delivers a “brain gain’’ Down Under.

트럼프와 브렉시트 영향으로, 영국 과학자와 미국 학자들이 호주 대학교에 자리를 얻고자 애걸하고 있다.

Uni bosses are boasting of an “intellectual bank robbery’’ as they target top talent from the US and UK, and the brainpower plunder has forced the Turnbull government to tweak its “Aussies first’’ jobs policy.

총장들은 미국과 영국의 최고 학자들을 영입하면서 턴불 호주총리의 "호주인 우선" 일자리 정책 수정을 강요하고 있다.

Universities Australia said high-calibre scientists, academics and researchers were keen to abandon the United States and Britain for Australia.

호주대학교연합에 따르면 수준높은 역량의 과학자, 학자 그리고 연구자들이 미국과 영국을 버리고 호주를 선택 하고자 한다고 말했다.

“Vice-chancellors have been telling us they are seeing extremely good CVs coming across their desks from the US and the UK,’’ deputy chief executive Catriona Jackson said.

“총장들이 말하기를 대단히 좋은 이력서들이 미국과 영국에서 날라오고있다.”고 호주대학교연합 부국장인 카트리오나 잭슨이 전했다.

“We have a competitive advantage at the moment.”

“우리는 현시점에서 경쟁의 우위에 있습니다.”

“Circumstances in the UK and US mean people are looking to work in other places and Australia is seen as stable.’’

영국과 미국의 상황은 사람들이 호주처럼 안정적인 곳에서 일자리를 찾고 있다는 것을 보여줍니다.

Australian Catholic University vice-chancellor Greg Craven said Australia should “pick the intellectual eyes out’’ of Britain and America.

호주 카톨릭 대학교의 총장인 그레그 크라벤은 호주는 영국과 미국의 최고 지식인들을 선택해야 한다고 말했다.

He said disaffection over the populist policies of US president Donald Trump and the “Brexit’’ vote for Britain to leave the European Union had sparked intense academic interest in Australia.

그는 미국 대통령인 도널드 트럼프의 포퓰리스트적인 정책과 브렉시트 투표에 대한 불만이 호주 학계에 대한 관심에 불을지폈다고 말했다.

“We’re getting very high-quality applications from researchers who write high-calibre books, with strong reputations,’’ he said.

“우리는 수준 높은 저서를 펴낸 저명한 학자들로 부터 최고 수준의 리서치 지원서를 받고 있습니다.”라고말했다.

“There’s no doubt that as Britain and America start to look as if they’re turning their backs on the world, academics who have a world audience are nervous. This is exactly the time Australia can pick the intellectual eyes out of the world.

호주는 모든 수단과 방법을 동원해 영국과 미국의 지식인을 '강탈'해 와야 할 것입니다.

Macquarie University vice-chancellor Bruce Dowton said that “anecdotally, Macquarie has seen an increase in international applications since the US election”.

맥쿼리 대학교의 총장인 브루스 다우톤은 미국 대선 이후로 해외 지원서들이 더 많아지고 있다.”고 밝혔다.

The vice-president of American publishing company Simon & Schuster, Jennifer Smith, cited the Trump effect when she resigned last month to move to Australia.

미국 출판사인 Simon & Schuster 의 부사장인 제니퍼 스미스에 따르면 트럼프 대통령 당선이 사직 후 호주로 이주하게 된것에 영향을 주었다고 한다.

However, universities fear the government’s abolition of 457 work visas will make it harder to hire foreigners.

하지만, 457 취업 비자를 취소한 호주 정부의 결정 때문에 외국인을 고용하기가 더 어려워졌다고 우려한다.

Ms Jackson said fresh foreign graduates would not be able to work in Australia under the new rules because they often lack the requisite two years’ work experience.

잭슨은 새로운 법 때문에 2년 이상의 경력이 없고 해외에서 온 대학 졸업생들은 더 이상 호주에서 일하기가 어려워졌다고 말했다.

“We are talking about really talented PhD students who can go anywhere in the world they like,’’ she said.

“실력이 탁월한 박사 학위 학생들의 경우 세계 어느 곳이나 갈수있기에 그런 학생들을 놓칠 우려가 높다.”

Immigration Minister Peter Dutton is negotiating with universities to ensure academics and scientists are not caught up in the 457 visa crackdown.

이민성 장관인 피터 듀톤은 457 취업비자 취소로 인해 학자들과 과학자들이 피해 보지 않도록 대학들과 협의 중 이라고 밝혔다.
